［摘　要]　基于当前的公共建筑节能工作情况，分析实施中存在的问题，指出公共建筑政策设计应坚持强制性节能与经济激励节能相结合、能耗总量控制与分项细化控制相结合、技术节能与行为节能相结合、政府引导与市场运作相结合的原则。在此基础上，提出进一步完善公共建筑节能政策的建议。

Abstract: Based on the situation of energy-saving work, analyzes the problem in the implementation process, points out the principle of public buildings policy design that should insist on the combination of mandatory energy-saving and economic incentive energy-saving, the combination of total energy consumption control and sub-refined control, the combination of energy-saving and behavior of energy-saving, the combination of government guidance and market operation. At last, put forward the suggestion to further improve the energy-saving policies of public building.
