［摘　要]　《中华人民共和国招标投标法实施条例》（简称《招标投标法实施条例》）于2012年2月1日正式实施，为我国招标投标行业带来新的历史发展机遇，《招标投标法实施条例》的颁布实施为招标投标行业发展开启了新的里程碑。本文阐述了《招标投标法实施条例》的意义和作用，对《招标投标法实施条例》的关键内容进行了解读，并提出贯彻意见及建议。

Abstract: Regulation on the Implementation of the Law of the People's Republic of China on Bid Invitation and Bidding（short for Regulation on the Implementation of Bid Invitation and Bidding） had formal implemented on February 1, 2012. It brings the new historical opportunity for development, its implementation is a new milestone for biding industry. The paper expounds the significance and role of Regulation on the Implementation of Bid Invitation and Bidding, interprets its key elements, and puts forward the implement views and suggestions.
