[摘　要]　在快速工业化和城市化的背景下，推进建筑节能对我国经济社会的可持续发展具有重要现实意义。本文从治理理论的视角出发，剖析由政府、企业和社会三者共同构建起的动力系统中各自的动力和能力，并探讨如何将各方的动力进行有机耦合，从而形成合力共同推进我国建筑节能事业的发展。

Abstract: Under the background of rapid industrialization and urbanization, improvement of building energy efficiency is of great significance to the sustainable development of our economy and society. This paper analyzes the respective functions of government, enterprise and society in the dynamic system composed by these three factors, probes how to establish the coupling mechanism to improve the development of building energy efficiency in China.
