[摘　要]　阐释合同能源管理出台的社会背景及其社会机制；从建筑节能行业缺乏相关约束标准和价格激励机制、合同能源管理项目融资难、节能服务产业尚不规范等方面分析合同能源管理推广面临的主要问题，并针对问题提出相关改进建议。

Abstract: The paper expounds the social background and mechanism of Energy Management Contract（EMC）. There are several main issues in the process of pursuing EMC, such as absence of constraints standard and price incentive mechanism, hard to financing, non-standard of energy services industry, etc. Finally, the paper puts forward some improvement proposals in connection with the main issues.
