[摘　要]　简要回顾国家建筑业企业资质管理和等级标准制度，对现行规定进行分析，探讨施工总承包资质与专业承包资质的关系，并就资质管理、招标时资质要求确定等问题提出建议。

Abstract: With a brief review of construction enterprises' qualification management and classification system in our country, analyzes existing regulations, discusses the relationship between general and professional contracting qualification, and makes suggestions on how to manage the qualification and determine the qualification requirement of the tendering enterprises.
