[摘　要]　根据建材采购招标的特点，结合招标文件的内容要求，分析并提出：编制高质量招标文件应当做到凸显招标特性、遵循法律法规、坚持基本原则、创新编制方法、把握文件重点、攻克编写难点、扫除监管盲点，为招标人自行编写招标文件提出可操作性的建议。

Abstract: According to the characteristics of the public bidding acquisition of building materials, combining with the requirements of the biding documents content, this paper analyses and proposes that the high quality of the biding documents shall highlight the biding characteristics, follow the laws and regulations, and adhere to the basic principle, development innovation methods, grasp the key documents, overcome difficulties, eliminate blind spot, to provide guidance suggestions for the bidders to write the biding documents.
