[摘　要]　在对公共租赁住房制度进行概述的基础上，提出公共租赁住房初期、中期、成熟期的投资建设模式及与之相应的运营管理模式，对公共租赁住房布局进行分析，并提出完善杭州市公共租赁住房制度的政策建议。

Abstract: Based on the overview of the public rental housing system, proposes the investment & construction patterns and the corresponding management patterns according to the initial, interim and mature periods of public rental housing, analyzes its distribution, and proposes some policy advices to perfect the public rental housing system in Hangzhou.
