[摘　要]　建筑业是国民经济的支柱产业之一，应属国家的第二产业，但现实中却没有明确的产业定位。加之与此相关的法规缺失、制度滞后及某些行政管理错位，给建筑业的发展造成制约。建议国家有关部门要认真研究建筑业发展的问题，为建筑业发展创造良好的外部环境。

Abstract: Building industry is one of pillar industries of national economy, and belongs to the secondary industry, but no explicit industrial location in reality. In addition, the related legislation is not perfect, the supporting system is lag, and some administrations are dislocation, all these restrict the development of building industry. The paper suggests that the relevant national departments should careful study on the industry location issues, to construct good external environment for the development of building industry.
