[摘　要]　08版清单计价规范的出台带来了工程计价方式的一些改变，也导致招标人在招投标过程中应采用标底还是招标控制价的谋定选择。本文通过标底和招标控制价的优缺点、选用时应考虑的相关因素的分析，提出标底和招标控制价选用时的风险防控措施。

Abstract: Code of Valuation with Bill Quantity of Construction Works(2008) has made changes in project valuation methods, it also leads the tender has to make a choice between Pre-Tender Estimate and Tender Price Control in bidding process. Based on the analysis of the advantages, disadvantages and the relevant factors that should be considered in the selection between Pre-Tender Estimate and Tender Price Control, this paper presents the risk preventive measures for the selection.
