[摘　要]　工程招标中对投标人的资格要求主要体现在资质、业绩和信誉三个方面，其中的业绩要求广受争议。通过现行工程招投标法规中投标人业绩相关条款的对照解读，对设置投标人业绩要求的合理性进行分析，并就投标人业绩设置所涉及的一些具体问题提出建议。

Abstract: The qualification requirements for tenderer in project bidding are mainly reflected in qualification, achievement and reputation, the aspect of achievement requirements is highly controversial. The paper analyzes the rationality to set achievement requirements on the basis of comparing and interpretation the tenderer achievement requirements-related regulations，and gives recommendations to standardize the setting of the achievement requirements.
