[摘　要]　工程项目的全面质量管理包括对工程每个阶段的每项工作以及每项工作的每个环节的管理。本文在论述全面质量管理基本内涵的基础上，分析与探讨了全面质量管理的管理体系与管理方法，并以海心沙工程为例，分析如何进行全面质量管理和控制，为项目管理者提供参考。

Abstract: Construction comprehensive quality management includes the management to every work in every stage and every procedure in every work. Based on analyzing the essence of comprehensive quality management, discusses the management system and methods of comprehensive quality management. Taking Haixinsha engineering as example, analyzes how to carry out and control the comprehensive quality management. It can be a useful reference for other project managers.
