[摘　要]　近年来，欧盟就建筑节能减排不断在法规建设方面进行积极探索和补充完善，尤其是从提高建筑能效这一最具成本潜力的减排环节入手，在建筑用能表现评价、建筑能效认证等方面建立了完善的法规体系。本文对欧盟建筑减排能效立法作了较为详尽的梳理和介绍，力求为我国的建筑减排政策、法规建设提供借鉴和参考。

Abstract: In recent years, EU continues to actively explore and complete the legislation for building emission reduction, especially starting from improved energy efficiency, which is the most cost-efficiency potential method in building. It has established perfect legal system on the aspects of evaluation of building energy performance and building energy efficiency certification, etc. There are more detailed description and sorting out on EU energy efficiency legislation in this paper, strive for providing reference on China's policies, laws and regulations of emission reduction.
