[摘　要]　《中华人民共和国消防法》要求建设单位增加设计消防审核和工程消防验收工作职能。通过对大庆油田实际落实状况的分析，得出最具管理效率的职能界定目标模式建议，即：设计部门主要负责设计消防审核，基建部门主要负责工程消防验收，安全部门负责监督与协调。

Abstract: Increasing work function of design fire audit and engineering fire acceptance is demanded for construction units according to Fire Control Law of the People's Republic of China. By the analysis of actual realization status of the Daqing oil field, this paper puts forward the goal mode of audit and acceptance functional definition with most management efficiency. Under this mode, design department is mainly responsible for design fire audit, infrastructure department is mainly responsible for engineering fire acceptance, and safety department is responsible for  supervision and coordination.
