[摘　要]　阐述建设电子招投标交易管理平台的作用和意义，提出建设工程电子招投标全过程管理的理念；通过分析建立全过程电子招投标交易管理平台可能产生的问题，提出使用数字证书、建立全国统一的标准规范等措施以确保电子招投标的合法性、安全性，解决异地远程评标等问题。

Abstract: Expounds the function and meaning of Chinese construction electronic bidding and transaction management platform, brings forward the concept of whole process management of construction electronic bidding. Based on analyzing the problems which may arise in establishing the whole process electronic bidding and transaction management platform, puts forward using digital certificates and establishing a unified national standards to ensure the legality and security of electronic bidding, so as to solve the problems of the off-site bid evaluation and other aspects.
