大型多项目援建工程的特点分析及其管理实践

[摘 要] 大型多项目援建工程具有政治意义深远、投资建设模式特殊以及类型多样、数量庞大、分布地域广阔等特点。本文分析了这些特点所导致的项目管理风险,并以上海市对口支援都江堰市灾后重建工程为实例,着重介绍其针对性的项目管理实践经验和方法,包括:基于协调替代寻优方法的目标系统管理与协调,紧密结合援建特点的项目组织设计,规范的管理制度与灵活的程序机制相结合,结合“软因素”控制的综合集成进度管理方法以及多项目信息管理系统的建设等,旨在为提升今后援建工程的项目管理水平提供有益参考。

Abstract: There're some particularities of the large-scale multi-project supporting construction work, such as the specific political purpose, special mode of investment and construction, as well as large number, diverse types and widely located of projects, etc. For increasing the project management level of the future supporting construction, this paper analyzes the project management risks which resulted from above those particularities, and focusing on introducing the targeted project management practice and methods of Shanghai counterpart support in post-disaster reconstruction projects in Dujiangyan, which involved of the construction goal system management approach based on coordination alternative optimization method, targeted organizational design, coordination of standardized management system and a flexible mechanism for combining the procedures, integrated schedule management and controlling the soft factors, development and management of the multi-project information management system.
