[摘　要]　介绍海心沙工程具有的特性以及存在的风险的主要原因，即该工程与一般大型工程相比，具有显著的政治性、工程量超大、工期极短、困难很多、协调困难等五个方面的主要风险。在分析风险因素的基础上，采取相应的组织体制、技术保障、合同约束与项目文化等对应措施，实现工程的预期目标。

Abstract: Some characteristics of Haixinsha engineering project are introduced. Risks in the project are analyzed. Comparing with general large engineering, there are five sorts risks, which are political risk, huge workload, limited worktime, many difficulty and corresponding hard each other. Some countermeasures to these risks are set up by organizational rules, techniques, contract and project culture, in order to achieve expected target.
