[摘　要]　从建筑业发展的现状出发，选择施工参与和产业协调两个关键问题，从产业内外结合、建筑市场主体与利益相关者个人结合的新视角，研究建筑业发展的机制问题，提出：以项目为依托建立建筑职工参与机制，形成建筑业发展的良性循环驱动机制,以地区和行业适度保护、适度垄断、集群发展为产业政策支撑，建立建筑业产业内外协调、地区间协调、产业内细分行业协调发展机制，减少建筑经济活动产生的社会成本和经济成本。微观基础和产业政策结合，实现建筑业发展转型。

Abstract: Based on the status of construction industry, chooses two key issues which are construction participation and industry coordination, researches the mechanism problems of construction industry from the perspectives of industrial union of inside and outside and combining of the construction market main bodies and stakeholders. Puts forward the following viewpoints: establishing the project-based staff participating mechanism and forming the virtuous circle driving mechanism of construction industry development, based on the policy support of regional and industry appropriate protection, moderate monopoly and industry cluster development, setting up the coordination mechanism for within and outside the construction industry, inter-regional coordination, subdividing industry, in order to reduce the social costs and economic costs. By combining micro-foundation and industry policy, actualizes the development and transformation of construction industry.
