[摘　要]　以惠州炼油项目的建设为例，针对仪表项目建设的全过程，从项目决策阶段的投资估算、设计阶段的设计概算、招投标阶段的招标控制价、实施阶段的工程结算等方面，列举实际事例分析工程造价控制的重点难点问题，并提出解决对策。

Abstract: Take the construction of Huizhou refinery project for example, the paper analyzes the important and difficult issues in project cost control from the entire construction course including the investment estimate on the decision-making phase of the engineering project, the design estimate in design period, the controlled bidding price on the tendering and bidding phase, engineering settlement during the construction of project, and brings forward some solutions to the problems.
