贯彻落实“国八条”控制房价过快上涨的对策建议—以山西省为例

[摘 要] 针对我国城市房地产价格过快上涨、保障性住房建设滞后和结构不合理等问题,自2009年12月至今,国务院和相关部委出台一系列房地产调控政策措施,尤其是住房限贷、限购措施,调控措施更加细化、严厉程度明显升级。以山西省城市房地产市场为例,通过分析房地产市场的发展状况和存在的问题,提出山西省城市房价调控的具体目标,以及构建多层次住房供应体系的对策建议。

Abstract: Aiming at the problems of urban real estate, such as prices rise rapidly, affordable housing construction lag and unreasonable structure etc., since December 2009, the State Council and related ministries issued a series of real estate measures. Especially limited housing loan and limited purchase measures, control measures are more particular and severely upgrade. The urban real estate market in Shanxi Province is selected as a case to analyze the real estate market development status and existing problems, and puts forward some countermeasures and suggestions about the concrete goals of urban housing prices control as well as the construction of the multi-level housing supply system in Shanxi Province.
