[摘　要]　ABS方式作为一种创新的融资工具，有着独特的表外融资、资产剥离等功能。它对于收益稳定，但建设资金缺乏却又亟需建设的西部地区基础设施来说，是一种有效的融资方式。

Abstract: As an innovative financing tool, ABS has unique off-balance-sheet financing, asset stripping and other functions. For infrastructure construction whose income is stable, but much-needed funds for construction in the western region, it is an effective financing mode.
