[摘　要]　基于政府投资项目全寿命周期的角度，建立全寿命周期政府投资项目监管理论，结合西安市城建项目资金监管的案例，提出基于全寿命周期的政府投资项目监管改进建议。

Abstract: Based on the view of whole life cycle, tries to establish the whole life cycle supervision theory of government-invested projects. By a case study on the infrastructure investment supervision mechanisms innovation in Xi'an City municipal government, gives some suggestions for supervision improvement of government-invested projects.
