[摘　要]　分析投标文件中资格条件、商务要求、技术标准部分所出现的非实质性响应招标文件条件要求的几个异议问题，并提出相应建议，为招标人科学编制招标文件，同时也为投标人改善投标提供借鉴。

Abstract: Analyzes the non-substantive responses matters which often occurs in the bidding documents for bidders' qualification, business requirements and technical standard and so on, and puts forward corresponding suggestions. These suggestions can be used for reference for tenders to compile the scientific tendering documents and for bidders to improve their bidding documents as well.
