摘要：海外能源EPC项目的前期风险识别与预防是控制项目后期成本的关键前提。本文以亚太区域为研究范围，聚焦人工、材料、机械、设备、施工管理、气候、特殊国情、合同八大核心维度下的关键风险，采用AHP层次分析法对各风险的重要程度进行量化评价，同时结合熵权法对评价结果进行客观修正，这一融合方法旨在构建更为科学的风险权重评价体系。为企业开展风险预控及优化风险费用比重提供决策支撑，助力企业实现对项目风险的全面管控，确保项目高效实施。

Abstract：The identification and prevention of early-stage risks in overseas energy EPC projects constitute a critical prerequisite for controlling project costs in the later phases. Focusing on the Asia-Pacific region as the research scope，this study targets key risks under eight core dimensions，namely labor，materials，machinery，equipment，construction management，climate，specific national conditions，and contracts. The Analytic Hierarchy Process（AHP）is employed to quantitatively assess the significance of various risks，while the entropy weight method is integrated to objectively adjust the evaluation outcomes. This combined methodology seeks to establish a more robust risk weighting system. The resulting framework offers enterprises evidence-based support for implementing preemptive risk controls and optimizing the proportion of risk-related costs，thereby facilitating comprehensive risk management and contributing to the efficient execution of projects.
