摘要：随着我国城市开发建设进入高密度开发阶段，片区开发中“地块开发在先、市政道路滞后”的“先地后路”矛盾日益显现。本文从项目群管理视角出发，融合项目群管理、项目总控、协同治理、全生命周期管理理念，构建“组织—时序—工程—报批—系统”五位一体的协同策略体系，并以深圳湾超级总部基地为案例进行实证验证。研究结果表明，该协同体系能够有效破解建设时序错位、界面冲突频发、系统协同不足等问题，推动片区开发从单项目管理向项目群管理转变，研究成果将为同类高密度开发片区提供可借鉴的理论框架与实操路径参考。

Abstract：With the development and construction of Chinese cities entering the stage of high-density development，the contradiction of "plot development first，municipal roads lagging behind" in district development has become increasingly prominent. From the perspective of program management，this paper integrates the concepts of program management，project controlling，collaborative governance and life cycle management，and constructs a five-in-one collaborative strategy system covering "organization，schedule，engineering，approval and system". An empirical verification is carried out with the Shenzhen Bay Super Headquarters Base as a case. The results show that this collaborative system can effectively solve the problems of construction schedule misalignment，frequent interface conflicts and insufficient systematic collaboration，and promote the transformation of district development from single-project management to program management. The research results can provide a referential theoretical framework and practical path for similar high-density development districts.
