摘要：代建制作为政府投资项目建设管理的重要模式，在项目实践中仍面临代建单位水平参差不齐、权责边界模糊、配套机制不完善等突出问题。本文基于建设单位视角，系统总结代建制项目管理的创新实践，并基于此提出“选企—立规—决策—协同—稳需”五条代建制项目管理核心路径，分别从代建单位遴选、制度设计与考核退出、分级决策与决议跟踪、联合执行负责人与交叉监督、功能需求基线锁定等维度，提出可操作、可复制的代建制项目管理策略。

Abstract：As an important model for the management of government-invested construction projects，the agent construction system still faces prominent issues in practice，such as varying levels of competence among agent construction units，ambiguous role boundaries，and inadequate supporting mechanisms. From the perspective of the construction unit，this paper systematically summarizes innovative practices in agent construction project management and proposes five core paths：selecting construction agency enterprises，establishing rules，hierarchical decision-making，collaborative management，and stable demand. These paths cover key dimensions including selection of agent construction units，system design with assessment and exit mechanisms，tiered decision-making and resolution tracking，joint execution leadership with cross-supervision，and functional requirement baseline locking，offering actionable and replicable strategies for agent construction project management.
