摘要：国网各种环保水保的管理制度、技术措施已经逐步完善，但还存在环保水保措施费费用归属不明确、取价标准不明确的问题。基于各地区195个典型工程环水保措施及费用列支情况的调研，梳理出20类73项环水保措施，形成环水保措施费用划分原则与计列标准清单、环水保措施费用水平指标值等多项成果，明确环水保措施费用计列归属及标准，提出管理建议。

Abstract：Although the management systems and technical measures for environmental protection and soil and water conservation within the State Grid have been gradually improved，issues remain regarding unclear cost attribution and ambiguous pricing standards for such measures. Based on a survey of environmental and soil conservation measures and their cost allocation in 195 typical projects across various regions，this study identifies 20 categories and 73 specific measures，and develops multiple outcomes including principles for cost classification，a list of standard charging items，and benchmark cost level indicators. These outcomes clarify the cost allocation and charging standards for environmental and soil conservation measures，and accordingly proposes management recommendations.
