摘要：特高压工程作为新型电力系统的骨干网架，承担着跨区域资源优化配置与清洁能源大容量远距离消纳的重要使命，其高质量建设对实现“双碳”目标具有深远影响。然而，当前造价管理面临管控体系失衡、关键环节失范、队伍建设薄弱等突出问题，导致精益化管控难以落实，严重制约工程整体效益。为此，本文创新构建了“四抓五统一”精准造价管控体系。该体系以“精打细算控造价”为总体目标，以“四抓”管理理念为指引，将“五个统一”作为制度核心，以现场协同管控为实施抓手，并辅以组织架构优化、评价考核完善及技经队伍建设三重保障措施，实现全过程系统管控、关键节点精准管控与全流程规范管控的有机统一。实践表明，该体系能够显著提升特高压工程造价管理效能，促进工程高质量建设，并为加速推进新型电力系统目标实现提供有力支撑。

Abstract：Ultra-high voltage（UHV）projects serve as the backbone of the new power system，undertaking the crucial mission of cross-regional optimal resource allocation and large capacity，long distance clean energy transmission. Their high quality construction has profound implications for achieving the carbon peaking and carbon neutrality goals. However，the current cost management is confronted with prominent issues，including imbalanced management systems，irregularities in critical procedures，and inadequate workforce development，resulting in difficulties in implementing lean management and significantly undermining the overall project effectiveness. To address these issues，this paper innovatively proposes a precise cost management and control system based on the "Four Grasps and Five Unifications" approach. Guided by the overall goal of "meticulous cost control"，the system takes the "Four Grasps" management philosophy as its guide，adopts the "Five Unifications" as its institutional core，employs on site collaborative control as the implementation lever，and is supported by three safeguard measures：organizational optimization，improved evaluation and assessment，and the development of a skilled cost engineering team. As a result，it achieves an organic integration of systematic whole process management，precise control over key nodes，and standardized control throughout all procedures. Practical application shows that this system can significantly improve the cost management efficiency of UHV projects，promote high quality project construction，and provide strong support for accelerating the realization of the new power system goals.
