摘要：在全过程工程咨询模式下，数字化管理已成为提升项目管理效能、实现全生命周期价值优化的重要路径。本文立足于国家政策导向与行业发展趋势，以“1+N”典型服务形式中的项目管理职能为统领，分析了全过程工程咨询与数字化管理从“技术嵌入”向“系统管理”范式转换的内在必要性。在此基础上，系统构建了涵盖数字化管理规划、组织权责重构、BIM数据治理、平台生态构建及跨阶段数据贯通的全链条实施路径和要点。研究表明，全过程工程咨询方应以数据流为主线，构建统一、协同、可追溯的数字化管理体系，通过数据权责的合理配置与业务流程的闭环驱动，推动信息贯通与管理增值，从而实现咨询服务的精细化、智能化和资产化。

Abstract：Under the whole-process engineering consulting model，digital management has become a crucial pathway for enhancing project management efficiency and achieving lifecycle value optimization. Grounded in national policy orientations and industry development trends，this paper takes the project management function within the typical "1+N" service framework as the guiding principle，and analyzes the inherent necessity of transition from "technology embedding" to "systematic management" paradigm in the integration of whole-process engineering consulting and digital management. On this basis，a comprehensive implementation pathway and key points are systematically constructed，encompassing digital management planning，organizational authority restructuring，BIM data governance，platform ecosystem development，and cross-phase data continuity. The study indicates that whole-process engineering consulting entities should establish a unified，collaborative，and traceable digital management system centered on data flow. Through the rational allocation of data rights and responsibilities and the closed-loop driving of business processes，information continuity and management value enhancement can be promoted，thereby achieving refinement，intelligence，and value transformation of consulting services into digital assets.
