摘要：结合市政管网项目特点，分析市政管网工程全过程造价管控中决策阶段估算失准、设计阶段技术经济脱节、招标文件针对性不足、施工管控粗放及结算审核疏漏等核心问题，并针对以上五个阶段提出了源头管控、限额设计、合同完善、动态监控及严格后评价等系统性策略，以期为同类项目的造价管控提供参考。

Abstract：Addressing the inherent challenges of cost control in municipal pipeline network projects，this paper analyzes the core problems throughout the whole-process cost management，including inaccurate estimation at the decision-making stage，disconnection between technology and economy at the design stage，lack of specificity in bidding documents，lax construction control，and omissions in settlement audit. In response to these five stages，systematic strategies are proposed，including source control，quota design，contract improvement，dynamic monitoring，and rigorous post-evaluation，aiming to provide a reference for cost management of similar projects.
