摘要：最高投标限价是建设项目招投标阶段投资管控的法定上限，其编制质量直接决定招投标工作的质效。采用工程量清单计价模式的最高投标限价，工程量清单的准确性、完整性由建设单位负责，投标人依据建设单位提供的工程量清单自主报价。若清单出现漏项、项目特征描述不清或计量偏差等情况，将极易引发施工阶段工程变更与费用调整，进而造成项目投资增加。针对最高投标限价编制中的多个关键环节，结合典型案例进行剖析，提炼标准化编制流程与管控要点，旨在为其他建设项目投资管控提供可借鉴经验，保障建设资金规范高效使用。

Abstract：The maximum bid price serves as the statutory upper limit for investment control during the bidding stage of construction projects. Its preparation quality directly determines the efficiency and effectiveness of the bidding process. Under the bill of quantities（BOQ）valuation model，the accuracy and completeness of the BOQ are the responsibility of the project owner，while bidders submit their quotes based on the BOQ provided by the owner. If the BOQ contains omissions，unclear item descriptions，or measurement deviations，it can easily lead to engineering changes and cost adjustments during the construction phase，thereby increasing project investment. This paper examines several key aspects of maximum bid price preparation，analyzes typical cases，and proposes standardized preparation procedures and controling key points. The aim is to provide experience reference for investment control in other construction projects and to ensure the standardized and efficient use of construction funds.
