摘要：产业园区作为推动区域经济发展的关键载体，在发展新质生产力的要求下，亟需通过功能复合与结构优化实现转型升级。产城旅融合作为一种新型发展模式，通过整合产业、城市与旅游功能，实现资源高效配置与空间协同发展，已成为推动产业园区高质量发展的重要路径。在梳理产城融合理论基础上，引入旅游功能作为战略触媒，构建了“以产业升级为核心、城市功能为支撑、旅游体验为提升”的融合发展体系，并从产业体系、空间布局、基础设施与生态环境四个方面提出系统化规划策略。结合云浮市郁南船舶产业园的实践案例，进一步论证该路径与策略的可行性与实效性。研究旨在为产业园区实现产城旅深度融合、提升综合竞争力提供理论依据与实践参考。

Abstract：As a crucial vehicle for driving regional economic development，industrial parks urgently require transformation and upgrading through functional integration and structural optimization under the demand for developing New Quality Productive Forces. Industry-City-Tourism Integration，a novel development model，has become an important pathway for promoting the high-quality development of industrial parks. This is achieved by consolidating industrial，urban，and tourism functions to realize efficient resource allocation and spatial synergistic development. Based on the theory of Industry-City integration，this paper introduces the tourism function as a strategic catalyst to construct an "Integrated Development System" centered on industry upgrading，supported by urban functions，and enhanced by tourism experience. Furthermore，it proposes systematic planning strategies from four aspects：the industrial system，spatial layout，infrastructure，and the ecological environment. The study validates the feasibility and practical effectiveness of this pathway and its strategies by analyzing the case of the Yunan Shipbuilding Industrial Park in Yunfu，Guangdong. This research aims to provide a theoretical basis and practical reference for industrial parks seeking to achieve deep Industry-City-Tourism integration and enhance their comprehensive competitiveness.
