楼宇更新的“技术—政策”耦合:国际比较与中国路径

摘要:本文基于“技术—政策耦合”视角,构建标准驱动型、市场信号型与政策任务型三类楼宇更新分析框架,对欧盟、美澳及中国的楼宇更新路径进行国际比较。研究发现,不同国家楼宇更新模式的差异,本质上源于技术工具与政策制度耦合方式的不同。中国当前虽具备较强政策动员能力,但仍存在技术评估与政策体系脱节、市场化融资机制不足及碳激励缺失等问题。基于此,提出构建类型化能效评估体系、优化政策工具组合及建立绩效导向评估机制等路径建议。

Abstract:This paper constructs an analytical framework of three building renewal paradigms—standard-driven,market-signaling,and policy-task-oriented—from the perspective of technology–policy coupling,and conducts an international comparison among the European Union,the United States/Australia,and China. The study finds that the differences in building renewal pathways across countries essentially stem from distinct coupling mechanisms between technological tools and policy institutions. Although China demonstrates strong policy mobilization capacity,it still faces challenges such as the disconnection between technical evaluation and policy systems,insufficient market-oriented financing mechanisms,and weak carbon incentive signals. Accordingly,the paper proposes policy recommendations including the establishment of typological energy-efficiency assessment systems,optimization of policy instrument portfolios,and development of performance-oriented evaluation mechanisms.
