摘要：受前期政策不完善、地方政府操作不规范、市场环境变化等多重因素影响，我国部分PPP存量项目在建设、运营、财政、融资、管理等方面暴露出诸多问题，制约项目可持续发展。本文结合相关政策及各地实践经验，分析PPP存量项目现状与核心问题，从分类处置、融资优化、运营提升、财政保障、机制完善五个维度，构建多元化优化盘活路径，并提出针对性建议，为PPP存量项目规范管理、风险化解及高质量发展提供参考。

Abstract：Impacted by multiple factors including inadequate initial policies，non-standard local government operations，and evolving market conditions，many existing PPP projects in China have exposed systemic challenges in construction，operation，fiscal management，financing，and governance，hindering sustainable development. Drawing on relevant policies and regional implementation experiences，this study analyzes the current status and core issues of legacy PPP projects. Through five strategic dimensions—categorized resolution，financing optimization，operational enhancement，fiscal safeguards，and mechanism refinement—we propose diversified revitalization pathways and targeted recommendations to facilitate standardized management，risk mitigation，and high-quality development of legacy PPP projects.
