摘要：在国有金融企业实施集中采购管理的背景下，考虑到国有金融企业的专业人才与知识结构局限，以及工程项目的复杂性、专业性和实施周期长的特点，本文以公共治理理论为指导，将第三方专业咨询机构作为切入口，研究国有金融企业全过程工程咨询的实施路径，分析了全过程工程咨询的需求管理、采购实施和履约管理等，为国有金融企业提升工程项目实施质效提供智力支持和实践指导。

Abstract：Under the circumstance of centralized procurement management in state-owned financial enterprises，considering its limitations of professional talents and knowledge structure，and the complexity，specialization，and long implementation cycle of construction projects，this paper，guided by public governance theory and taking third-party professional consultant as the entry point，explores the implementation path of life-cycle engineering consulting for state-owned financial enterprises. It analyzes the demand management，procurement implementation，and performance management of life-cycle engineering consulting，providing intellectual support and practical guidance to improve the quality and efficiency of construction project implementation in state-owned financial enterprises.
