摘要：聚焦于民企自筹资金投资项目，基于招标人视角，围绕邀请招标模式下的招投标阶段，从组织架构、招标策略、招标范围与要求、投标人筛选、合同条款设置以及投标文件澄清等六个方面，系统分析项目实际操作中的常见问题，并提出相应对策，以期为提升项目成本管理水平提供有益参考。

Abstract：Focusing on privately funded investment projects，this study adopts the perspective of the tendering party and systematically analyzes common issues in practical operations during the bidding phase under the invited tendering model. It examines six aspects：organizational structure，bidding strategies，scope and requirements of tendering，bidder screening，contract clause formulation，and clarification of bidding documents. Corresponding countermeasures are proposed to provide valuable references for improving project cost management.
