摘要：针对EPC模式中建设单位面临管理主导权旁落、信息壁垒与价值耗散等管理弊端，本文构建了PMA+EPC赋能型管理模式。该模式将项目管理顾问（PMA）嵌入传统EPC框架，通过其知识嵌入、监督制衡与价值整合作用，重塑项目管理结构，破解委托－代理难题。研究构建了覆盖项目全生命周期的PMA职能矩阵，并从投资管理、设计提升、合同博弈与数字赋能四方面提出实施路径，为建设单位重构掌控力、实现项目价值最大化提供理论支撑与实践参考。

Abstract：To resolve the management issues within the EPC model，including the infringement upon the owner's authority，information barriers，and value attenuation，this paper advances an empowered PMA+EPC management model. This model incorporates the Project Management Advisor（PMA）into the conventional EPC framework，utilizing its functions of knowledge embedding，supervision-balancing，and value integration to reconfigure project management and address principal-agent problems. The research establishes a PMA function matrix that covers the whole project lifecycle and proposes implementation approaches from four dimensions：investment management，design optimization，contractual gaming and digital empowerment. This provides theoretical support and practical guidance for project owners to regain control and optimize project value.
