[摘　要]　动态评价体系将建设工程的可持续发展作为建设工程追求的最高目标，同时引入建设工程全寿命期概念，通过将公众纳入工程评价组织中，将社会公平和环境协调纳入评价目标，为决策者作出各方满意的决策提供制度保障。

Abstract: Sustainability of the construction is considered as the highest goal of the construction projects.The concept of construction total life cycle is also employed in this system, which will include public into the evaluation organizations, and include social equity and environment protection into the evaluation objectives. It is hoped that this system will help the decision-makers make all parties-satisfied decisions.
