工程总承包企业项目法律顾问体系建设研究

摘要:为应对传统法务管理与项目管理实际脱节的挑战,本文提出将法律风险管理与项目管理深度融合,构建以项目法律顾问为核心的新型法律风险防控体系。该体系通过重塑组织管理架构、优化制度流程、嵌入业务前端及强化保障机制,将法律风险管理重心从被动咨询转向项目全生命周期主动管控,旨在实现从“事后救济”向“事前预防、事中控制”的根本性转变,为工程总承包企业提升风控能力与价值创造能力提供系统性解决方案。关键词:工程总承包;项目法律顾问;法律风险防控管理体系;全生命周期管理Abstract:To address the challenge of the actual disconnection between traditional legal affairs management and project management,this paper proposes to deeply integrate legal risk management with project management and construct a new legal risk prevention and control system for project legal advisors. By reshaping organizational management structures,optimizing institutional processes,embedding legal support at the business front end,and strengthening safeguard mechanisms,this system shifts the focus of legal risk management from passive consultation to proactive control throughout the entire project lifecycle.
