摘要：聚焦总价合同模式下水利EPC总承包项目的成本管控问题，从项目执行实际出发，系统分析结算依据不明确、设计变更管控困难、施工图预算管理滞后、设计采购施工协同不足等核心难点及其对项目成本管控的影响，进而针对性提出注重标前成本测算、严格执行限额设计、强化施工图预算管理、推行设计施工经济一体化管理等管控对策，为总承包商提供参考。

Abstract：This paper focuses on the cost control issues of water conservancy EPC general contracting projects under the lump-sum contract mode. Based on the actual implementation of projects，it systematically analyzes core difficulties such as unclear settlement basis，challenging design change control，lagging construction drawing budget management，and insufficient coordination among design，procurement and construction，as well as their impacts on project cost control. Furthermore，it puts forward targeted control countermeasures including emphasizing pre-bidding cost calculation，strictly implementing quota design，strengthening construction drawing budget management，and promoting integrated economic management of design and construction. This study provides practical references for general contractors.
