摘要：重大工程对区域发展至关重要，但其决策治理常因多元主体协同不力而面临挑战。本文基于价值共创理论构建分析框架，通过对某直辖市A区的案例研究，剖析了重大工程治理的效能瓶颈。研究发现，主要问题集中于资源识取失准、关系协调机制缺失及知识共享渠道不畅三大维度。为此，研究从优化制度设计、强化执行能力与构建共享平台三方面，系统提出了提升地方重大工程治理效能的实施路径，为同类地区的治理实践提供了

参考。

Abstract：Major projects are crucial for regional development，but their decision-making and governance often face challenges due to ineffective collaboration among multiple stakeholders. Based on the value co-creation theory，this study constructs an analytical framework and conducts a case study of A district in a certain municipality to analyze the efficiency bottlenecks in major project governance. The findings reveal that the main issues lie in three dimensions：inaccurate resource identification，the absence of a relationship coordination mechanism，and inadequate knowledge-sharing channels. To address these problems，the study systematically proposes implementation pathways to enhance the governance efficiency of local major projects from three aspects：optimizing institutional design，strengthening execution capabilities，and building shared platforms，providing a reference for governance practices in similar regions.
