摘要：污水处理项目作为PPP重点应用领域，其实施路径与操作要求在新机制下发生显著调整。围绕新机制实施前后项目实操差异，从回报机制、补贴方式、实施路径、资产权属四大核心维度展开对比分析，梳理关键变化与突出问题，探讨解决路径，为新机制下污水处理PPP项目高质量建设运营提供实践参考。

Abstract：As a key application area of PPP，the implementation path and operational requirements of sewage treatment projects have undergone significant adjustments under the new mechanism. Centering on the differences in project actual operation before and after the implementation of the new mechanism，a comparative analysis is carried out from four core dimensions：return mechanism，subsidy method，implementation path，and asset ownership. Key changes and prominent problems are sorted out，and solutions are explored to provide practical references for the high-quality construction and operation of sewage treatment projects under the new mechanism.
