摘要：本文以北京市为例，聚焦产业类城市更新项目实施中的核心痛点，分析审批流程与配套政策机制存在的突出问题。针对不同更新情形，提出审批流程归并优化方案；围绕建筑规模配置、消防设计管控、土地价款补缴、产权续期及国有资产租期管理等关键环节，构建针对性政策保障机制，为同类城市加快产业类城市更新、激发市场主体活力提供实践参考。

Abstract：Taking Beijing as a case study，this paper focuses on the core pain points in the implementation of industrial urban renewal projects，analyzing prominent issues in approval processes and supporting policy mechanisms. For different renewal scenarios，an optimized and consolidated approval process is proposed. Additionally，targeted policy safeguards are developed for key aspects such as building scale allocation，fire safety design control，land price payments，property right renewal，and state-owned asset lease management. The findings aim to provide practical references for accelerating industrial urban renewal and stimulating market participation for other cities.
