摘要：传统的水利施工项目管理绩效评价往往只关注短期财务指标而忽略战略意义，又或仅凭主观测度、计算方法粗浅，这些问题制约着水利施工项目管理绩效评价水平和管理效能的提升，而平衡计分卡、层次分析法与模糊综合评价法的有机结合能够较好地解决这些问题。本文首先阐述研究的背景和意义，其次构建基于BSC-AHP-FCA的水利施工项目管理绩效评价体系，最后以实际案例进行验证。希望为完善绩效评价体系、提升水利施工项目管理效能提供参考。

Abstract：The traditional performance evaluation of water conservancy construction project management often only focuses on short-term financial indicators while neglecting strategic significance，or relies solely on subjective measurement and shallow calculation methods. These problems restrict the improvement of the performance evaluation and management efficiency of water conservancy construction project. However，the organic combination of the Balanced Scorecard，the Analytic Hierarchy Process and the Fuzzy Comprehensive Evaluation Method can better solve these problems. The article first elaborates the background and significance of the research，then constructs a performance evaluation system for water conservancy construction project management based on BSC-AHP-FCA，and finally verifies it with actual cases. It is hoped to provide references for improving the performance evaluation system and enhancing the management efficiency of water conservancy construction projects.
