摘要：本文聚焦建筑业农民工欠薪治理难题，以四川某PPP工程为实证样本，整合委托—代理、协同治理、闭环管理三大理论，剖析欠薪与治理机制缺失的关联。创新提出“六表合一”证据链与“六关防线”措施，并依托实名制、二维码等技术实现工资支付全流程可追溯，通过构建“五维一体”专项保障机制，可解决欠薪纠纷中举证难、责任扯皮及恶意讨薪等问题，为根治建筑业农民工欠薪问题提供了系统性解决方案。

Abstract：This article focuses on the problem of wage arrears governance of migrant workers in the construction industry. Taking a PPP project in Sichuan as an empirical sample，it integrates the three theories of principal-agent theory，collaborative governance，and closed-loop management to analyze the relationship between wage arrears and the lack of governance mechanisms. Innovatively put forward the "six-in-one" evidence chain and "six-level defense line" measures，and rely on real-name system，QR code and other technologies to realize the traceability of the whole process of wage payment，and build a "five-dimensional integration" special guarantee mechanism to solve wage arrears disputes problems such as difficulty in proving evidence，responsibility wrangling，and malicious wage demands provide a systematic solution to the problem of wage arrears for migrant workers in the construction industry.
