摘要：基于对山东省EOD项目的系统调研，细致对比了省级政策和国家政策的演进脉络，并从产业方向、关联规律、实施主体、投资结构、运维回报等角度切入，全面梳理全省项目的实施现状与发展特点，总结出了环境治理与产业投资占比3∶7的规律和“政府主导、平台运作、金融支持、产业反哺”的山东模式特征，并对其可持续性与潜在挑战提出思考，以期为类似地区提供参考。

Abstract：Based on a systematic investigation of Ecology-Oriented Development projects in Shandong Province，this study meticulously compares the evolution of provincial and national policies. From perspectives such as industrial orientation，correlation mechanisms，implementation entities，investment structure，and operational returns，it comprehensively reviews the implementation status and development characteristics of projects across the province. The research identifies a distinct pattern wherein environmental remediation and industrial investment maintain a ratio of approximately 3∶7，forming the core of the "Shandong Model" characterized by?government leadership，platform operation，financial support，and industrial feedback. The study further reflects on the sustainability and potential challenges of this model，offering valuable insights for similar regions.
