摘要：本文围绕我国房屋保险制度展开研究。通过剖析法国、英国、德国、西班牙、日本、美国等国的房屋保险制度体系，总结出可供借鉴之处。同时，分析我国机动车保险、养老保险、医疗保险制度体系，得出房屋保险制度和运行需以法律法规为依据，应按政府和市场角色划分建立多层次制度的启示。针对我国房屋在建设和使用环节以及自然灾害方面存在的风险，提出对应保险产品，并构建由基本房屋保险、补充房屋保险、商业房屋保险组成的产品体系，旨在为建立我国房屋保险制度体系提供理论支撑与实践指导。

Abstract：This paper conducts a research around the housing insurance system in China. By analyzing the housing insurance system frameworks of countries such as France，the United Kingdom，Germany，Spain，Japan and America，it summarizes the merits worthy of reference. Meanwhile，by examining the systems of motor vehicle insurance，endowment insurance and medical insurance in China，it draws the inspiration that the housing insurance system and its operation should be based on laws and regulations，and a multi-level system should be established according to the division of roles between the government and the market. In view of the risks existing in the construction，use and natural disasters of houses in China，corresponding insurance products are proposed，and a product system composed of basic housing insurance，supplementary housing insurance and commercial housing insurance is constructed，aiming to provide theoretical support and practical guidance for establishing the housing insurance system framework in China.
