摘要：咨询服务招标中普遍存在优惠率报价和费用报价两种方式。本文建立了两种报价方式商务得分计算方法的关联模型，研究了当商务得分变化时两种报价方式之间的数量关系，通过数值算例和定性分析，对招标人如何设计商务得分计算规则提供了量化思考方法，对两种报价方式在使用场景、扣分策略等方面的联系和区别进行了对比分析。

Abstract：Among tendering activities of consulting services，preferential rate quotation and cost quotation are the two most common forms of quotation. This paper established a correlation model for commercial score calculation between these two forms of quotation，the quantitative relationship between the two quotation methods are researched when the same change of commercial score of calculated by these two methods. The quantitative thinking methods are carried out for how to design the commercial score calculation model by using examples. Comparative analysis were conducted on the connections and differences between the two quotation methods in terms of application scenarios，deduction strategies，and other relevant aspects.
