摘要：本研究聚焦专项债券支持的工程项目的管理优化，以笔者熟悉的福建省松溪县为例，基于县域现实困境深入剖析工程建设管理的关键环节；通过文献研究、案例分析和实地调研等方法，系统梳理项目规划立项、资金管理、质量控制及进度管控等核心管理流程，评估组织架构优化、信息化手段应用及监督考核机制等管理措施的实施效果。研究发现，松溪县在专项债项目管理中取得显著成效，但仍面临资金缺口、多主体协调困难及技术应用挑战等问题。针对这些问题，提出拓宽融资渠道、强化协同机制、提升技术水平等针对性优化策略。研究成果旨在为松溪县及其他类似县域地区提升专项债项目工程建设管理水平、保障项目效益提供理论参考和实践借鉴。

Abstract：This study focuses on the optimization of management in engineering projects supported by special-purpose bonds，taking Songxi County，Fujian Province—a region familiar to the author—as a case study. It conducts an in-depth analysis of the key phases and practical outcomes of engineering construction management. Through methods such as literature review，case analysis，and field research，the study systematically examines core management processes，including project planning and approval，fund management，quality control，and progress supervision. It evaluates the implementation effects of management measures such as organizational structure optimization，application of information technology，and supervision and assessment mechanisms. The research finds that Songxi County has achieved significant results in the management of special-bond projects but still faces challenges such as funding gaps，difficulties in multi-stakeholder coordination，and technical application barriers. In response，this paper proposes targeted optimization strategies，including broadening financing channels，strengthening collaborative mechanisms，and enhancing technical capabilities. The research aims to provide theoretical references and practical insights for improving the management of special-bond engineering projects and ensuring project benefits in Songxi County and other similar county-level regions.
