摘要：生态治理是建设“美丽中国”的关键抓手，涵盖“山水林田湖草沙”多个领域。为破解生态治理项目“高投入、低产出、长周期”的资金平衡困境，本文以盐碱地治理为研究载体，运用案例分析法、成本效益分析法等，剖析国内外盐碱地治理项目的典型运作模式，提出了“投入端优化—收益端创新—风险端对冲”资金平衡对策。研究成果可为盐碱地治理及流域治理、荒漠修复等生态治理项目资金平衡提供决策参考与借鉴，助力国家生态治理和粮食安全。

Abstract：Ecological governance is a key approach to building a "Beautiful China"，covering multiple fields such as "mountains，rivers，forests，farmlands，lakes，grasslands，and deserts". To address the funding balance dilemma of ecological governance projects characterized by "high investment，low output，and long cycles"，this paper takes saline-alkali land remediation as a research vehicle，employing methods such as case analysis and cost-benefit analysis to examine typical operational models of domestic and international saline-alkali land remediation projects. It proposes a funding balance strategy of "optimizing the input side，innovating the output side，and hedging the risk side". The research findings can provide decision-making references and insights for funding balance in ecological governance projects such as saline-alkali land remediation，watershed management，and desert restoration，contributing to national ecological governance and food security.
