摘要：在政府投资项目中，老旧管网改造项目凭借其复杂性、隐蔽性及不确定性的特征，在造价管控环节面临着重重挑战。本文针对老旧管网改造项目的造价管理，探讨设计、招标、实施、结算阶段的常见问题以及应对策略，提出构建覆盖项目全过程的系统性造价管理流程，希望通过优化各个阶段的造价管控，能够提高资金使用效率，实现项目工程造价的有效控制。

Abstract：In government-invested projects，old pipe network renovation projects，due to their inherent characteristics of complexity，concealment and uncertainty，are confronted with numerous challenges in cost control. Focusing on the cost management of old pipe network renovation projects，this paper discusses the common problems and corresponding countermeasures in the design，bidding，implementation and settlement stages，and proposes the construction of a systematic whole-process cost management workflow covering the entire project lifecycle. It is expected that by optimizing cost control in each stage，the efficiency of fund utilization can be improved and effective control of the project's total cost can be achieved.
